The accomplished midfielder has enjoyed spells with Bideford and Truro City and has drawn many plaudits during his non-league career.
Matt Joins Parkway and will team up with Billy Palfrey, River Allen and Callum Hall who will make up the midfield fulcrum during Plymouth Parkways first season in the Southern League.
